Game License Approval
The "Banhao" (ISBN) is the holy grail of Chinese game publishing. Without it, you cannot monetize or officially launch your game.
1The Application Process
Preparation & Localization
Before applying, your game must be fully localized (Simplified Chinese) and compliant with all content regulations.
Submission to Provincial Press & Publication Bureau
Your Chinese publisher submits the application to their local provincial bureau for initial review.
NPPA Review
If passed locally, it moves to the central NPPA in Beijing. This is the longest and most critical phase.
Feedback & Modification
You will likely receive feedback requiring changes. You must modify the game and resubmit. This loop can happen multiple times.
Approval & ISBN Issuance
Once approved, you receive an ISBN and a digital approval certificate. You can now legally launch!
2Domestic vs. Imported Games
Must have a Chinese Publisher
Foreign entities cannot apply directly. You MUST partner with a Chinese company.
Longer Timeline
Typically takes 6-12+ months. Approval batches are less frequent than domestic games.
Copyright Authentication
Requires copyright certification from the National Copyright Administration of China.
