CSGO Loot Box Platform Overview
CSGO is a competitive first-person shooter (FPS) game developed by Valve and Hidden Path Entertainment, available on Steam. The game features an in-game loot box system where players use keys to open specific crates and obtain various items. Different crate types contain distinct items with varying drop rates, allowing players to acquire weapon skins of different rarities and appearances.

Due to the low drop rates for rare items in official CSGO loot boxes, players often turn to third-party markets for purchases or box openings. With numerous third-party opening websites offering lower prices, players can make multiple purchases for box openings. To meet this demand, a large number of third-party CSGO loot box platforms have emerged. Users can top up their accounts on CS:GO loot box platforms, converting fiat currency into virtual currency. This virtual currency is then used to purchase boxes or participate in special gameplay modes, offering chances to obtain items. These items can be extracted for use within the CS:GO game itself or traded for fiat currency on dedicated skin trading platforms like the Steam Community.

ROLL Room Introduction
Originally, ROLL Rooms referred to themed events where players participated, and a few randomly selected participants received items. Room hosts could set passwords and item rewards. However, with the proliferation of CSGO loot box platforms, some platforms using the “ROLL Room” name have fundamentally altered gameplay mechanics. We've categorized ROLL Room mechanics across different platforms:
ROLL Room (No Threshold): Third-party platforms create ROLL rooms for prize draws. Users can randomly obtain items without any payment, serving as a form of platform-provided benefits.

ROLL Rooms (Threshold-Based): Third-party platforms create ROLL rooms for prize draws where users can randomly obtain items. However, the platform imposes additional requirements, such as mandating a minimum top-up amount or reaching a specified spending threshold to participate.

ROLL Rooms (Battle Mode): On some third-party loot box platforms, ROLL rooms have progressively evolved into in-room battle modes. Specifically, in these battle-oriented ROLL rooms, users can either be randomly matched against another player or invite friends for 1v1 competitions. Both users open the same loot box simultaneously. The player whose item is of higher value wins both items. For example: User A purchases a 50-diamond box and creates a room. User B joins the room and buys an identical 50-diamond box. After both open their items, A's item is valued higher. The system declares A the winner, and A receives both their 50 diamonds and B's 50 diamonds, while B gets nothing.

Legal Risks of Roll Rooms
Since the second half of 2023, the state has progressively adopted a strict regulatory stance against gambling-related issues on CSGO loot box platforms. It is understood that multiple CSGO loot box platforms have already been targeted and shut down by local public security authorities for suspected gambling operation crimes.
Based on legal regulations and practical experience, we believe gambling activities must simultaneously satisfy three elements: paid participation, random gameplay, and direct or indirect cash/physical rewards. When random gameplay also fulfills the three criteria of “paid participation – gameplay involving potential gains or losses with the possibility of small stakes yielding large returns – rewards that can be monetized,” there exists a risk of being classified as gambling. In such cases, public security authorities may initiate criminal investigations. The core practical determinant for gambling classification lies in the cash/physical rewards.

Given that both ROLL Rooms (with entry thresholds) and ROLL Rooms (battle rooms) involve certain entry barriers (e.g., users must top up their platform balance to a specified amount or have a history of item transactions on the platform), participation inherently requires a monetary investment. Furthermore, the battle rooms incorporate an element of probability. Due to the ease of monetizing CS:GO items, users can readily trade and cash out items randomly obtained from participating in ROLL Rooms on other platforms.
Analyzing the criteria for determining gambling risks in random gameplay, both ROLL Rooms (with thresholds) and ROLL Rooms (battle rooms) fully satisfy the three elements: “payment input - gameplay involving potential gains/losses with the possibility of small stakes yielding large returns - redeemable outputs.” This presents gambling risks. Since both are random gameplay types, and the “output” items can be traded on the Steam Community based on the game's inherent settings, fundamental risk isolation cannot be achieved. Therefore, regulatory focus must be placed on the investment side.
